The Rules of Practice and Procedure (“the Rules”) were developed collaboratively with Participants to ensure everyone has a common understanding of the roles, processes and approach for public proceedings.

Small Group Sessions & Consultation Transcripts

Small Group Sessions and Participant Consultations took place during Phase 3 of the Commission’s work. These sessions were organized in consultation with Participants to provide an opportunity for the Commissioners to hear directly from those most affected about their experiences and discuss recommendations for the final report.

Stakeholder Consultations were also held during this period with members of the Commission’s Research & Policy and Community Engagement teams, bringing together community organizations to discuss the issues the Commission is analyzing to help inform potential recommendations.

All of the information and input collected through these sessions will be considered in preparing recommendations.

      On September 21, 2022 from 3:30pm to 4:30pm at the Best Western Truro – Glengarry Hotel in Truro, Nova Scotia the Commissioners met in person with Clinton Ellison and Connor Reeves for a small group session. Leo Artalejo, the Mass Casualty Commission’s strategic engagement advisor, facilitated the session. Also present were counsel to Mr. Ellison and Mr. Reeves, Grace MacCormick and Rob Pineo; a support person, Wayne Smith; the Mass Casualty Commission’s community liaison director, Maureen Wheller; and Mass Casualty Commission counsel, Jamie Van Wart.

      During the small group session, Clinton Ellison and Connor Reeves provided information to the Commissioners prompted by the following three questions posed by Mr. Artalejo:

      • What do you want to tell us about your experience seeking information and getting support during and immediately after the mass casualty?
      • Much of the work that still lied ahead for the Commission is to make final recommendations that will be effective and meaningful. Which issues are most important to you for the Commission to focus on as we finalize our recommendations?
      • Are there other things that would be important for the Commission to understand when it comes to your experience seeking information and getting support during and after the mass casualty?

      Subsequent to Mr. Ellison’s and Mr. Reeves’ small group session, the Commission learned that the recording of the session had been inadvertently deleted. The Commission sincerely apologizes to Mr. Ellison and Mr. Reeves for its regrettable mistake. The Commissioners greatly appreciated hearing from Mr. Ellison and Mr. Reeves directly. Unfortunately, we are unable to share the transcript of this session as the recording was lost before it could be transcribed.
