On March 30, 2023, the Mass Casualty Commission released its Final Report – Turning the Tide Together – in Truro, Nova Scotia and delivered to the Governors in Council of Nova Scotia and of Canada. The work of the Commission has now concluded.

Sets out the context and purpose of the Commission’s work.
Volume 2:
What Happened
Provides a comprehensive record of what happened leading up to, during, and in the aftermath of the mass casualty of April 18 and 19, 2020.
Volume 3:
Violence
Shines a light on the root causes of violence in our communities and how they can be addressed.
Volume 4:
Community
Sets out how we must invest in a public safety system in which multiple partners work together every day with substantial community engagement.
Volume 5:
Policing
Brings forward ways to rethink policing in Canada as part of an expanded community safety approach.
Volume 6:
Implementation
Explains why community safety is a shared responsibility and how all
of us have work to do. Focuses on how to implement the many
recommendations in this report.
Volume 7:
Process
Describes the various processes involved in leading and designing the
Mass Casualty Commission. This volume provides a comprehensive record
of the steps we took and the reasons behind them.

- Annex C - Exhibit List (5 MB): Contains the full list of materials marked as exhibits by the Commission during public proceedings, or through Orders outside public proceedings.
Please note: Following the release of the Final Report, the Commission worked to finalize the development of documents with accessibility features added. On May 12, 2023, the Executive Summary and all seven volumes were replaced with these accessible documents. Within this accessible version, a small number of very minor edits - ex. misspelled words or missing punctuation, were also corrected.
